CHAS, Merdeka Generation and Pioneer Generation Subsidies for Dental Services 2022

To make healthcare and dental care more affordable, the local government has provided a series of subsidies for Singaporeans through CHAS, the Merdeka Generation package and Pioneer Generation package.

Depending on the scheme, citizens are entitled to different amounts of subsidies. Read on to learn more about the dental subsidies available in 2022.

The Community Health Assist Scheme (CHAS) is a scheme offered by the Ministry of Health (MOH) in an effort to make medical treatment and dental care more affordable for Singapore citizens.

CHAS cardholders can receive a subsidy on their dental bill* according to the respective tiers at participating dental clinics.

*This is subject to a list of services/treatments.

All Singapore Citizens can apply for CHAS. Every household is required to submit an application in order to receive the card.

The amount of subsidies provided will differ depending on the following criteria:

This is determined by dividing the total gross household income per month by the number of family members staying in the household.

  • For households without an income: The AV of the home (assessed by IRAS)

The Annual Value (AV) is the approximate amount of rent collected annually if the home is being rented out.

Citizens with a Merdeka Generation (MG) or Pioneer Generation (PG) card can enjoy CHAS subsidies regardless of their monthly income or annual value (AV) of home.

Additionally, citizens with the Public Assistance (PA) card can present their card to receive the full CHAS subsidies without applying for CHAS.

Application for CHAS Cards

Here’s how to apply for CHAS cards:

  • Online application

Singaporeans who are 21 years old and above can apply online on behalf of their family members staying in the same household.

  • Physical application form

The completed form as well as any additional supporting documents can be mailed to P.O. Box 680, Bukit Merah Central Post Office, Singapore 911536.

Once your application has been submitted, you can expect to receive the results within 15 working days. To check the status of your application, you can visit their website.

The Merdeka Generation Package (MGP) is for Singaporeans born between 1950 and 1959. 

It seeks to encourage healthy living and provide support and benefits to this group of citizens with their healthcare needs.

Eligibility for Merdeka Generation

If you are a Singapore citizen, you should meet the following criteria in order to be eligible for the MGP:

  • You are born on/between 1 January 1950 and 31 December 1959
  • You obtained citizenship on/before 31 December 1996

Alternatively, you can qualify for the MGP if you:

  • Are a citizen born on/before 31 December 1949
  • Obtained citizenship on/before 31 December 1996
  • Did not receive the Pioneer Generation Package

You can log in to MyInfo using SingPass to check your eligibility or view your e-card via the LifeSG app.

Application for Merdeka Generation

You are not required to apply for the MGP. The MG card will automatically be issued to you if you qualify for the package.

The Pioneer Generation (PG) package was introduced to honour our Pioneers for their contribution to early Singapore.

Like the MGP, the PG package is designed to support these seniors with their healthcare costs.

Eligibility for Pioneer Generation

The PG package is eligible for the following:

  • Age group: Singaporeans born on/before 31 December 1949​
  • Citizenship: Became a Singapore citizen on/before 31 December 1986

A notification letter would have been sent to you if you are eligible for the package. You can also check your eligibility via these methods.

Application for Pioneer Generation

You are not required to apply for the PG package. The PG card will automatically be issued to you if you qualify for the package.

Only applicable to initial consultations for new patients or follow-up consultations where the dentist suggests a new treatment plan and conducts a full oral examination.

^^Shared across all types of partial removable dentures/extractions/fillings/root canal treatments respectively.

The amount stated above serves as a guideline only. The final amount payable is dependent on the complexity of the respective procedure.

  • CHAS

To receive the subsidies, simply present your NRIC and CHAS card at the clinic.

If you are a Singaporean aged 14 and below, you will need to present your birth certificate or student card along with the CHAS card.

  • Merdeka Generation

You can simply present your NRIC and MG card at the dental clinic to receive the subsidies.

  • Pioneer Generation

You can simply present your NRIC and PG card at the dental clinic to receive the subsidies.

You can check the amount of of subsidies and claim limits you have left for the calendar year online by logging in to MyCHAS via your SingPass.

Alternatively, you can call the CHAS hotline at 1800-275-2427 (1800-ASK-CHAS).

Both the Merdeka Generation and Pioneer Generation packages are designed to support seniors with healthcare costs, including dental treatments.

The difference is that the MG package is for Singaporeans born between 1950 to 1959 whereas the PG package is for those born on and before 1949.

The PA scheme is designed to provide financial assistance to Singaporeans and Permanent Residents with little or no income/family support. Under this scheme, cardholders are entitled to enjoy the full CHAS subsidies

You are required to produce your NRIC and PA card at participating CHAS clinics for verification purposes.
