The Baby Bonus Scheme in Singapore supports families by easing the cost of raising children. What is the Child Development Account (CDA)?

The CDA is a special savings scheme under the Baby Bonus Scheme, designed to help parents in Singapore manage the cost of raising their child. It provides financial support for essential expenses such as healthcare, education and dental services at CDA-approved institutions.

The CDA is part of the broader Marriage and Parenthood Package and was enhanced in 2015 and 2016 to further ease the financial burden of child raising.

How Does the Child Development Account (CDA) Work?

Parents have to first register their child for the Baby Bonus Scheme at LifeSG​​​, via LifeSG mobile app or through the MSF website. They will need to log in using their Singpass and complete the application form, providing details such as their child’s birth certificate number and their preferred CDA bank (DBS, OCBC or UOB).

After approval, the selected bank will open the CDA within 3 to 5 working days. The government provides 2 key benefits through the CDA:

CDA First Step Grant

An initial grant deposited by the government when the CDA is opened, even if parents don’t contribute.

Dollar-for-Dollar Matching

For every dollar parents deposit into the CDA, the government matches it, up to a specified cap based on the child’s birth order. This means the more parents save, the more financial support they receive for their child’s essential needs.

What Can I Use the CDA for?

CDA funds are versatile and can be utilised at Baby Bonus Approved Institutions for a wide array of expenses:

  • Fees for childcare centres, kindergartens, and approved special education programmes.
  • Medical bills at hospitals, dental clinics*, and local GP clinics.
  • Premiums for MediShield Life or approved private plans, with a requisite cash top-up to MediSave.
  • Devices to assist with disabilities.
  • Eye care products and services from opticians.
  • Selected healthcare items from pharmacies.

*CDA funds are applicable for dental procedures including consultations, scaling and polishing, as well as for orthodontic treatments at your kid’s dentist such as braces for kids.

Enhanced Baby Bonus Scheme 2023

The Baby Bonus Scheme was updated in 2023 to offer parents greater support. With the newly enhanced scheme, you can receive a cash gift of up to $11,000 for your first 2 children, and $13,000 for the subsequent children.

The CDA First Step Grant has also increased from $3,000 to $5,000. In addition, the government will match your savings in the CDA up to specific caps, which can help with your child’s care and medical costs.

For your child’s first dental visit, bring their birth certificate along with your ID and the NETS-CDA card for payment. On future visits to the same clinic, only the NETS-CDA card is necessary.
